The seed sector in Nepal

Nepal’s formal seed system consists of public organizations such as the Nepal Agricultural Research Council and the National Seed Company Limited (NSCL), non-governmental organizations such as Local Initiatives for Biodiversity, Research and Development, seed companies, seed retailers and cooperatives.

The public sector dominates in seed multiplication of cereal crops, whereas private seed companies play an important role in vegetable seed multiplication. The NSCL is the main public organization involved in seed multiplication of cereal crops.

Major issues identified in the seed sector include low investment in plant breeding, poor seed processing and quality management procedures, lack of promotion and advertising campaigns and weak extension programs.

To fill the gaps in the seed sector, the Ministry of Agricultural Development has developed a National Seed Vision (2013-2025).

Observations

Eighteen index companies report having a presence in Nepal. While six companies indicate having testing locations in the country, Advanta and Lal Teer Seed are the only two producing seed.

Lal Teer Seed is the only company that has a full seed value chain in Nepal, from breeding to extension services, for which it employs 40 technical staff.

Processing plants and dedicated extension services are the major areas of improvement for companies.
