Seed sector in Mali

Mali’s 2010 Seed Law governs its seed sector. This law is based on the 2006 Loi d’Orientation Agricole, which aims to increase agricultural productivity and improve access to high quality seeds. The law is in line with the ECOWAS seed regulation, though the level of available certified seed remains low.

Mali has liberalized its economy over the past decade, resulting in a more interactive seed system with several active players from the public and private sectors, as well as farmers’ organizations and non-governmental organizations. The role of private seed companies remains relatively low, supplying only a small portion of the seeds that farmers use.

Observations

There are 16 index companies operating in Mali, with three headquartered in the country. Only four companies accompany their sales activities with extension services.

Mali-headquartered SOPROSA, and Syngenta have  breeding activities in the country. Five companies have testing locations where they test their own portfolio or varieties coming from public research institutes.

The three Malian companies produce seed in the country, and two of them, Faso Kaba and SOPROSA, involve smallholders in their production activities.
