David J. Spielman is a Senior Research Fellow and Programme Leader, Rwanda Strategy Support Programme at the International Food Policy Research Institute (IFPRI) based in Rwanda. His research agenda includes agricultural science, technology and innovation policy, seed systems and input markets and community-driven rural development. Prior to this, he worked in Ethiopia with IFPRI’s Knowledge, Innovation, and Capacity Division. Earlier he worked for the World Bank (Washington, D.C.) and the Aga Khan Development Network (Pakistan). David holds a PhD in economics from American University, an MSc in development studies from the London School of Economics and a BA in international relations from Tufts University.
