Seed sector in Burkina Faso

Burkina Faso is a relatively leading country within West Africa. It has a seed policy and regulations in place as well as a functional seed committee, certification agency, updated national catalogue and active private sector association. Burkina Faso’s public institute for agricultural research, the Institut de l’Environnement et de Recherches Agricoles (INERA), is tasked with (among other things) increasing the general uptake of quality seeds throughout the country. In 2016, INERA designed a framework agreement on future public-private partnerships for producing initial classes of seeds.

In Burkina Faso, the private seed sector faces multiple technical, infrastructural and financial challenges.  Against this backdrop, three structures were set up to support the production, marketing and distribution of seeds in the country: l’Association des Grossistes et Détaillants d’Intrants Agricoles, l’Association Nationale des Entreprises Semencières du Burkina Faso, and l’Union Nationale des Producteurs Semenciers du Burkina.

Observations

There are 17 index companies operating in Burkina Faso, of which two, Nafaso and NANKOSEM, are headquartered in the country. Partners NANKOSEM and Technisem are involved in breeding, testing and production through smallholders, and they also provide extension services.

Five index companies produce seeds in in Burkina Faso. For two of them, NANKOSEM and Technisem, smallholder farmers produce about 95% of the seeds. Several national seed companies and cooperatives (not included in the index) produce seeds in the country.
